Opportunities brought by universal access
As well as many challenges associated with universal access, there are also many opportunities
One of the greatest strengths of universal access is the simplicity of the vision. Universal access is a concept understood quickly. Providing all those in need with HIV and AIDS treatment, care, support and prevention services by 2010 is a rallying call that few could object to. Whether this is a realistic call, is another matter, but for a simple campaigning motif, the two words of “universal access” are hard to beat.
Opportunities include the development of a UN and Global Fund strategy to support civil society engagement in universal access from 2007-2010 – in consultation with stakeholders. There is some level of ongoing debate and validation on national targets.
And there is also a range of tools and support to civil society around monitoring and evaluation in strategic planning and taking advantage of the 2008 UNGASS Mid Term Review. Civil society organisations now have tried and trusted methods for running independent monitoring projects related to this process. This means where the process is failing, campaigners around the world should be able to hear about it.
World AIDS Days 2007, 2008, 2009, 2010 will give us an opportunity to campaign together to "Keep the Promise of Universal Access", with a range of associated themes and campaign initiatives to keep up momentum. We can also expect a New Secretary General report to General Assembly 30 May 2007.
