The Declaration of Commitment is a powerful tool – guiding action, commitment, support and resources for all those fighting the epidemic both within and outside government. Success will be measured by the achievement of the Declaration’s concrete, time-bound targets.
The first set of targets, assessed in 2003, focus on establishing frameworks for national policy to enable and stimulate effective action against the epidemic. The next set of targets, to be met by 2005 and 2010, focus on the rapid expansion of HIV prevention, care and impact alleviation programmes. By adopting the Declaration of Commitment, UNGASS members required UN Secretary-General Kofi Annan to submit annual progress reports that identify progress, challenges and recommendations in pursuit of the Declaration’s goals.
To ensure the fullest possible implementation of the Declaration of Commitment, a strategy was developed with guidelines for UN Country Teams as they work to implement the Declaration of Commitment and reach the 2003, 2005 and 2010 targets. UNAIDS prepared a manual on measuring progress using core indicators.

The Declaration’s 2010 targets are in danger of falling unfulfilled if prevention, treatment, and resources are not immediately fortified.
The primary purpose of this document is to provide key constituents, who are actively involved in an individual country’s response to HIV and AIDS, with essential information on core indicators that measure the effectiveness of the national response.
